<p>At the February 2018 ANKC Ltd Special Board meeting, Directors resolved/considered the following:</p>
<ol>
<li><strong> Whole-Body Barometric Plethysmography Chamber</strong></li>
</ol>
<p>It was RESOLVED that ANKC purchase a BOAS chamber.</p>
<p>Contributions received so far from Dogs SA, Dogs NSW, Dogs West and the French Bulldog Club of NSW will fund the purchase.</p>
<ol start="2">
<li><strong> RSPCA – IPO Training</strong></li>
</ol>
<p>It was RESOLVED that ANKC forward a response to the RSPCA regarding IPO Training which would reconfirm the current ANKC Policy on Attack Training.</p>
<ol start="3">
<li><strong> Country Inspection Process</strong></li>
</ol>
<p>It was RESOLVED that ANKC Ltd accepts the system for Country Inspections based on an initial breed verification, thence an inspection of submitted information by Compliance Investigative Panel members.</p>
<ol start="4">
<li><strong> Kangal Shepherd Dog</strong></li>
</ol>
<p>The Board agreed to defer this matter until the FCI recognise the Kangal Shepherd Dog as a separate breed to the Anatolian Shepherd Dog.</p>
<ol start="5">
<li><strong> FCI Recognised Breeds</strong></li>
</ol>
<p>As a requirement of the agreement entered into with the FCI ANKC is bound to register and recognize all the breeds which are recognised by the FCI unless prevented to do so by national governmental or state laws. Pedigrees from any FCI member or contract partner, with a minimum of 3 complete generations registered in studbooks and/or appendixes to the stud books recognised by the FCI, are considered to be sufficient to be recognised by the ANKC.</p>
<p>It was agreed to add the following note on the Breed Standards page of the ANKC website:</p>
<p><em>“Breed Standards for FCI breeds which are not in Australia can be accessed from the FCI website breed standards page at: <a href="http://www.fci.be/en/Nomenclature">http://www.fci.be/en/Nomenclature</a>”</em></p>
<ol start="6">
<li><strong> * ANKC Ltd Regulations Part 6 – The Register &amp; Registration: Amendments</strong></li>
</ol>
<p>It was RESOLVED that Regulations Part 6 – The Register &amp; Registration is amended by the inclusion of the following new Clause 3.11 (c):</p>
<ol>
<li><em> The progeny of all British Bulldogs, French Bulldogs, Pugs and Boston Terriers conceived by the use of semen imported into Australia and registered on the Main Register, must be physically assessed. Puppies are to be assessed by 3 licenced judges for that breed to ascertain if the puppy complies with the ANKC Ltd Breed Standard especially the ‘Coat’ and ‘Colour‘ descriptions. The assessment must be undertaken after the puppy has been microchipped and prior to registration. If their combined opinions are that the puppy does not comply with those descriptions, and there are no special conditions for Registration of Certain Breeds, then the puppy is to be registered on the Limited Register and ‘Marked not eligible to be moved to the Main Register’. If their combined opinions are that the puppy does comply with the ANKC Ltd Breed Standard then the puppies may be registered on the Main Register. Puppies assessed must be able to be individually identified by way of microchip.</em></li>
</ol>
<p>It was RESOLVED that Regulations Part 6 – The Register &amp; Registration is amended by the inclusion of new Section 7.6 to read as follows:</p>
<p><em>7.6          OVERSEAS TITLES</em></p>
<p><em>7.6.1       No overseas titles will be endorsed on a dog’s registration certificate unless the title was achieved while the dog was physically present in the country which awarded the title.</em></p>
<p><strong>*      New or Amended regulations, policy statements, procedures, publications and listings will be made available from the ANKC Ltd website.</strong></p>

<li>Notice of Motion to alter the SACA Inc. Constitution:</li>

<p>Clause 3 Objects part (b) which reads:</p>
<p>(b)        To encourage, promote and regulate the training of dogs in Obedience,     Agility, Tracking, Endurance, Retrieving, Field Trials, Herding, Dances with Dogs and Earthdog.</p>

<p><strong>Rationale: </strong>To update with two new additional disciplines.</p>

<li>Notice of Motion to alter the SACA Inc. Constitution:</li>
</ol>
<p>Clause 8 Affiliate Members part (a) which reads:</p>
<p>(a)        Any club, society, association or partnership primarily concerned with the   breeding, caring, upbringing, training and exhibition of dogs or any aspect  thereof may apply to become an Affiliate of the Association by lodging with the Executive Officer an application on the prescribed form and every   application for Affiliate membership shall be accompanied by:</p>
<p><strong>Be amended to read:</strong><strong> </strong></p>
<p>(a)        Any club, society, association, partnership <strong>or registered business in the  state of South Australia</strong> primarily concerned with the breeding, caring,   upbringing, training and exhibition of dogs or any aspect thereof may apply to             become an Affiliate of the Association by lodging with the Executive Officer    an application on the prescribed form and every application for Affiliate  membership shall be accompanied by:</p>
<p><strong>And add to part (a) new sub-parts (xii) (xiii) and (xiv) which read as follows:</strong><strong> </strong></p>
<p>(xii)       Where the applicant is a registered business it is to provide to the executive officer a current certificate of Public Liability Insurance to an amount as specified from time to time, to the Executive officer each year when renewing its affiliation or as demanded by the executive officer:</p>
<p>(xiii)     Where the applicant is a registered business all directors or equivalent of the business are to be full members of the Association.</p>
<p>(xiv)      In the case of a registered business sub Clauses (iv), (v), (vi), (ix) and (x) shall not apply.</p>
<p><strong>Rationale</strong>: With today’s decline in the number of clubs due to either financial or volunteer constraints it is now time to amend our constitution to allow a business to come in and conduct events on our behalf. This amendment provides for a registered business in South Australia to apply for affiliate membership in our association and as such conduct events.</p>
<p>As with all affiliates the business entity would need to submit schedules and bid for dates in up and coming event calendars and as with the existing calendars, clubs that have had traditional dates would remain and no preference to the business entity would be provided. Similarly for conformation no show would be approved in the metropolitan area to the determent of a country show. All fees as normally paid by an affiliate would again apply for the business entity.</p>
<p>This amendment simply allows the Association to fill the gaps in the event calendar should someone wish to create such a business.</p>
<ol start="9">
<li>Notice of Motion to alter the SACA Inc. Constitution:</li>
</ol>
<p>Clause 13 Powers Of Council add new sub-clause (m) to read:</p>
<p>(m)       To take such steps as are necessary (including by amending the Rules of the                    Association and any of its Regulations or Code of Ethics) to ensure that                            members comply with all relevant legislation relating to the keeping and                              welfare of dogs including:</p>
<p>(i)         to vary and amend DOGS SA Rules, Regulations and Code of Ethics                                to comply with any State or Commonwealth Legislation including any                                 laws relating to the welfare of animals and the keeping and                                               maintenance of dogs;</p>
<p>(ii)        to appoint suitable and appropriate person/s as inspectors to inspect                                 the property of members  to ensure the keeping and welfare of the                                    dogs housed at those premises are being maintained in accordance                                 with the DOGS SA Regulations          and Code of Ethics and relevant                         State or Commonwealth Legislation;</p>
<p>(iii)       To require members to consent to the appointment of an inspector                                    for the sole purpose of ensuring that any member who keeps dogs                                    does so in a way which is consistent with DOGS SA Rules,                                               Regulations and Code of Ethics and relevant State or                                                      Commonwealth Legislation;</p>
<p>(iv)       To confer on the Association the power to enforce compliance with                                   DOGS SA Rules, Regulations and Code of Ethics relating to the                                        keeping and welfare of animals, including by imposing a requirement                                for members  whose property has been selected for inspection to                              consent to and abide by the directions given by the person appointed                              under these powers.</p>
<p>&nbsp;</p>
<p><strong>Rationale: </strong>In today’s climate of animal welfare and the constant attacks against purebred pedigree dog breeders DOGS SA need to demonstrate that it has the both the capability and willingness to ensure its own responsible breeders are complying with the ANKC Ltd, DOGS SA and the Governments own Code of Practice for the breeding and trading in Dogs and Cats. It is best if we do inspections rather than have them forced upon us by Councils, the RSPCA or other welfare organisation that knows nothing about the breeding and care of new born puppies.</p>
<ol>
<li>Notice of Motion to alter the SACA Inc. Constitution:</li>
</ol>
<p>Clause 19 Disciplinary Matters – Disciplinary Committee sub-clause (20) (f) which reads:</p>
<p>(20)      (f)         That the Member or Affiliate be fined a sum not exceeding the amount prescribed in the Constitution or Rules for such breach and in the absence of an amount being prescribed a sum not exceeding ten times the annual membership fee of the Association for the time being; or</p>
<p><strong>Be amended to read:</strong><strong> </strong></p>
<p><strong>            </strong>(20)      (f)         That the Member or Affiliate be fined a sum as determined by the Disciplinary Committee.</p>
<p><strong>Rationale: </strong>to allow the Disciplinary Committee more scope when determining a fine.</p>

<li>To receive a nomination for Life Membership of the South Australian Canine  Association Inc. for Mr William Godfrey.</li>

</strong><strong>22 Nov 2017</strong><strong> </strong></p>
<p>Wolfgang and I again met with the DCMB this morning (22 Nov 17) re the implementation of Dogs &amp; Cats Online (DACO). The purpose off the meeting was to discuss the use of our own ANKC registration numbers on the data base, how and what data would be provided to the DCMB and how and what information would be released through the public portal of DACO.</p>
<p>From the discussions it does appear that you will be able to use your own DOGS SA number as your Breeder Registration Number (BRN). As for the information that DOGS SA will be required to provide to the DCMB there is nothing that has been requested that you would not have to provide if you were listing as a private person. The information that will be provided is as follows:</p>
<ul>
<li>Organisation – DOGS SA, GCCFSA or FASA</li>
<li>Membership Number (this will then be used as the Breeder Registration Number)</li>
<li>Breeder name (includes 3 fields: title, first name, surname)</li>
<li>Breeder prefix</li>
<li>Breeding location or contact location (residential Address)</li>
<li>Breeder contact number (a phone number)</li>
<li>Breeder Email (Optional)</li>
<li>Number type indicator (whether number provided is mobile, landline or work)</li>
</ul>
<p>To ensure the validity of the information this information will be provided by DOGS SA and will be administered by DOGS SA and the DCMB.</p>
<p>When ‘Joe Bloggs’ searches the DACO breeder register using a pedigree breeder registration number (e.g. DOGS SA membership number) they will see:</p>
<ul>
<li>‘This breeder is a member of an Authorised Association, for more information you can contact that association’</li>
<li>Breeder Name</li>
<li>Authorised Association (as provided by the CSV file)</li>
<li>Breeder prefix</li>
<li>Breeder contact details</li>
</ul>
<p>When ‘Joe Bloggs’ searches the breeder register using a DACO breeder registration number they will see:</p>
<ul>
<li>Breeder Name</li>
<li>Animal types being bred (dog and/or cat)</li>
<li>Breeder contact details</li>
</ul>
<p>As you can see from the information that we as a Registered Breeder of DOGS SA will be given instant recognition on the DACO database by the recognition of an Authorised Association.</p>

<p>After a meeting with the DCMB yesterday, DOGS SA has developed the following options for renewing your Prefix and payment of the DCMB Breeder Registration Fee. There are 3 options so choose which suits your situation best.</p>
<p>As usual I will be happy to answer your questions if you have any.</p>
<p>Option 1</p>
<p>1. If you are not going to breed a litter during 2018 or onward do not pay your Prefix renewal and then you will not pay the DCMB Breeder Registration. Your Prefix will become un-financial and can remain so for 5 years and then inactive for a further 5 years so you will not need to pay the DCMB Breeder Registration during this time. Your Prefix will still be yours to use at a later date should you wish to do so.</p>
<p>2. If you change your mind and wish to breed a litter then you can reactivate your Prefix at any time. You will be required to back pay the Prefix Maintenance Fee but not the DCMB Breeder Registration Fee, this would only be paid from time of reactivation of the Prefix. This would equate the same as paying the Prefix maintenance fee yearly without the DCMB Breeder Registration fee until you use it.</p>
<p>Option 2</p>
<p>3. Pay for a lifetime protection of your prefix ($250) for 25 years. No DCMB fees apply unless you breed. Down side is that you can only reactivate your prefix once in the 25 years. You will also be subject to the Prefix Maintenance fee and the DCMB fee on reactivation (No back payments).</p>
<p>Option 3</p>
<p>4. Is to pay the Prefix Maintenance and DCMB Breeder Registration yearly. If you breed regularly (once every 2 years or more) this is the best option. This will come due with your membership renewal for 2018.</p>
<p>Membership renewal forms will be included in the November Journal and an online renewal should be functional by Mid November.</p>

</strong><strong>Dog and Cat Management Act<br />
</strong><strong>What it means for DOGS SA Members</strong></p>
<p>With new legislation coming into force in South Australia from 01 July 2018 all dogs not owned by a registered breeder, DOGS SA full member or other exempted body will need to be desexed prior to 6 months of age. What does this mean for you as a DOGS SA member?</p>
<p>In accordance with the <strong>current</strong> Animal Welfare Act 1985 the owner of an animal is described as<br />
<strong><em>“owner </em></strong><em>includes— (a) in relation to an animal, a person who has the custody and control of the animal;”<br />
</em>This means that if you place an animal out on breeders terms you are no longer the legal owner and you must transfer the pedigree to either the new owner or joint names (DOGS SA Rule 20 refers).</p>
<p><em>20.   (a)When the ownership of a registered dog has been changed, or a lease arranged, the transferor or lessor as the case maybe shall lodge an application to register the transfer or lease accompanied by the prescribed fee with the Executive Officer within fourteen days of such disposition.</em></p>
<p><em>         (b)The pedigree must not be given to the new owner until it has been transferred in accordance with these Rules.</em></p>
<p><em>        (c)  The application for registration of a transfer or lease of a dog shall be signed by the transferor or lessor as the case maybe.</em></p>
<p><em>(d)                Any special conditions relating to the transfer or lease of a registered dog shall be set out on a Statutory Declaration and shall be signed by all parties involved in the agreement</em><em> </em></p>
<p>Dogs born after <strong>01 July 2018</strong> also means that the dog must be desexed prior to 6 months of age unless the person who now has custody of the dog is a registered breeder, DOGS SA full member or other exempted body.</p>
<p>The regulation pertaining to Desexing, Dog and Cat Management Act 2017</p>
<p><strong><em>12—Requirements relating to desexing dogs and cats—section 42E of Act </em></strong></p>
<p><em>(1) For the purposes of section 42E of the Act, a dog or cat is to be desexed in accordance with the following requirements: </em></p>
<p><em>(a) the dog or cat must be desexed— </em></p>
<p><em>(i) before it is 6 months of age; or </em></p>
<p><em>(ii) within 28 days after the owner takes possession of the dog or cat; or </em></p>
<p><em>(iii) if the owner of a dog or cat is granted an extension of time under regulation 14—before the day specified in the notice of extension by which the dog or cat must be desexed, </em></p>
<p><em>whichever is the later;</em><em> </em></p>
<p>It also appears that a number of Councils are intending to bring in compulsory desexing as a condition of registration for dogs born prior to 01 July 2018 so make sure you confirm with the local Council prior to placing dogs on breeders terms.</p>
